Dopo essere stati ascoltati, si sono espressi nel merito sia il Presidente del Consiglio Regionale, sia il Vice Presidente della Giunta Regionale, nonché Assessore alle Risorse Umane, sia i rappresentanti dei Gruppi Consiliari.
Vogliamo ricordare quelle che ci sono sembrate le principali argomentazioni espresse:
  1. l’auspicio affinché per concludere le operazioni relative all’ipotesi absorption of the staff would not get to extend the rankings. In conclusione la Corte ha dichiarato l’illegittimità costituzionale sia dell’art. 34, comma 11, della legge 27 dicembre 2002, n. 289 (Disposizioni per la formazione del bilancio annuale e pluriennale dello Stato– legge finanziaria 2003) sia dell’art. 3, comma 60, della legge 24 dicembre 2003, n. 350 (Disposizioni per la formazione del bilancio annuale e pluriennale dello Stato – legge finanziaria 2004), limitatamente alla parte in cui dispongono (entrambe) che le assunzioni a tempo indeterminato «devono, comunque, essere contenute (…) entro percentuali non superiori al 50 per cento delle cessazioni dal servizio verificatesi nel corso dell’anno 2002 (e 2003).
Ci sembra un quadro quite clear.

Bassolino all'Antimafia ... Fine words, but then what?

Nella Commissione Antimafia del 1° dicembre 2009 il Governatore Bassolino ha testualmente dichiarato: “per i Dirigenti della Regione, se posso dare una informazione utile,  noi stiamo completando lo scorrimento per l’ingresso nei ruoli di officials and managers ... because no officer had arrived for the competition ... we are now flowing in the competition because there were more than adequate number of those who could enter immediately, we are doing and we hope to complete by December 31 .

Il 23 dicembre l’Assessore al Personale Antonio Valiante, in conferenza stampa, nel comunicare l’attività relativa alla “Trasparenza amministrativa e accesso agli atti”, ha informato che in tre anni i dipendenti sono diminuiti di circa 1000 unità e che dal 2001 ad oggi i dirigenti sono passati da 972 a 325 (
ma senza precisare che in dotazione organica ne sono previsti 462 ). Ha comunicato inoltre che "attraverso l’utilizzo delle graduatorie dei concorsi pubblici per le categorie C e D, 55 idonei sono entrati in ruolo ed altri 22 saranno assunti entro fine anno. Sempre facendo ricorso alle graduatorie sono stati assunti 7 dirigenti per i posti previsti nella programmazione triennale".  Si è trattato invece di mero scorrimento tecnico dovuto allo svincolo di posti congelati in attesa di pronunciamento del giudice.   Né, tantomeno, la programmazione triennale prevedeva l’assunzione di 7 dirigenti dalle graduatorie degli idonei .
Nelle recenti riunioni del 22, 28 e 29 dicembre con la segreteria particolare del Governatore, di cui abbiamo apprezzato il pragmatismo, è emersa la volontà dell’amministrazione di procedere allo scorrimento anche delle nostre graduatorie,  al verificarsi dell’approvazione da parte del Consiglio dell’esodo incentivato . L'esodo incentivato è stato approvato dal Consiglio Regionale il 31 dicembre u.s.. Da più parti ci era stato assicurato che l’accoglimento di tale legge fosse presupposto per la risoluzione della nostra questione. Riteniamo quindi che se nessun ostacolo giuridico ed economico-finanziario sussisteva nel 2008, a maggior ragione oggi che un ulteriore esodo di personale è stato approvato.

  • as management and as a project for the future of our country?

PEOPLE'S PETITION IN SUPPORT OF THE RESOLUTION MODIFICA DELLO STATUTO COMUNALE

I sottoscritti cittadini, premesso che:
  • la gestione del servizio idrico integrato in Italia è attualmente normata dal famigerato Art. 23bis della Lg. 133/2008 che prevedeva, in via ordinaria, il conferimento della gestione dei servizi pubblici locali a imprenditori o società mediante il ricorso a gara, facendo largo forzatamente all’ingresso di privati;
  • il recente Art. 15 del D.L. 135/2009 ¬ che ha modificato l’Art. 23bis ¬ muove passi ancor più decisi verso la privatizzazione dei servizi idrici e degli altri servizi pubblici, prevedendo l’affidamento della gestione dei servizi pubblici a rilevanza economica a favore of employers or companies in any form constituted identified through competitive procedures open to public, or alternatively a joint venture company with private capital, public and private not less than 40%, and the termination of credit facilities in-house companies, total controlled by the municipalities (existing at the date of August 22, 2008) on 31 December 2011;

ask the City Council approve the resolution for the amendment of the Statute submitted by Councillor Henry Perilli which proposes to integrate the Charter Hall with the introduction of the following article: definition of local public services without economic importance.

The City, having regard to Articles 1, 2, 3, 5, 43, 114, 118 of the Constitution, recognizes local public services such as water service, health service, public health, social services, public education, protection of cultural heritage and environmental resources and landscape and everything else will recognize the City Council of overriding public interest.

recognizes the human right to water, namely access to water as a human right universal, indivisible, inalienable and status of water as a public good.

Confirmation the principle that all waters, surface and groundwater, even if extracted from underground, shall be public and are a resource to be used according to criteria of solidarity and the principle that must be kept in public ownership of networks and management of integrated water services.

recognizes the integrated water service status of local public service free of economic and non-profit organization, whose management must be implemented according to the Articles. 31 and 114 of D. Decree n.267/2000, as a public service essential to ensure the universal right to water and human dignity of all citizens.

Abruzzo: the first major victory in defense of public water

The Regional Council of Abruzzo, on the proposal of Regional Councillors Carlo Costantini (IDV) and Maurizio Acerbo (Rifondazione Comunista), unanimously approved an amendment to the Economic and Financial Programming Document of the Region (Dpfer) that commits the region to preserve the public character of 'that provides water and at the same time that the water service must be deemed irrelevant to economic activity.

The people of Abruzzo are particularly sensitive to the issue of the struggle against privatization of water service (water supply, sewerage, sewage treatment). In these years there have been numerous demonstrations organized to prevent the commodification of water and ask for an efficient and transparent governance. Ben Abruzzo 13,000 had signed the bill of popular initiative for the public water promoted by associations and movements.

to this as the associative movement and we are now satisfied with the determinations of the Regional Council. Have led a determined battle of civilization for the lives of citizens and future generations of us to continue to strive for the protection of common goods and our Abruzzo.

We want to underline the commitment of the promoters and drafters of the amendment and this confirms the possibility important to build unity and convergence useful for purposes of defense, not so much of their political beliefs but a common good of humanity which is the well water.

thank the entire Regional Council and the President of the Abruzzo Region legitimate reasons for listening to the people of Abruzzo, which in recent years have advocated the privatization of water, by poor and irresponsible management practices, by pollution and waste.

Now we need to put into practice administrative policy directions that come from the Regional Council because, unfortunately, remain in force national rules that may undermine the efforts at regional level.

It 'then must continue to mobilize to ensure that:

-President of the Region to have recourse to the Constitutional Court against the Government Decree 115 to fight privatization in the national field;

- in provincial and municipal statutes is written that the water is a human right and that water services are devoid of economic significance;

- there will be a regional water governance system consistent with the amendment adopted in which both guarantee citizen participation and membership as we ask for years to build a management truly open, transparent and efficient.
